Vladimir Rumyantsev was born in 1957, began drawing at the age of 4. In 1972 he moved to St. Petersburg, in 1976 he graduated from the art school. V.A. Serova, specialization - commercial artist. He continued his studies at the Academy of Fine Arts in St. Petersburg, department of graphics, and graduated in 1976.

Since 1990 he has been a member of the Russian Union of Artists. He has taken part in many exhibitions throughout the country, his works can be seen in eight different museum collections in Russia, as well as in private collections in Germany, the USA, Great Britain, Finland and Sweden. The artist paints mainly in watercolors and his works are full of humor. Vladimir Rumyantsev is a member of the St. Petersburg Union of Artists and the St. Petersburg Society of Watercolorists.
